I would be interested to hear of an example or a case of where you applied it. Even a small vignette would help me to imagine the tool in context. And what was it that caused you to revise your time scale for chaning the world?

There were thousands of

There were thousands of cases!

Some organisations did take these standars seriously, others didn't. It was very hard to demonstrate that by aplying these standards they would bring innovation to the training service. Those who believed in it, became better training operators for sure. Some examples:

evaluating the satisfation of the clients and do something with the results; linking needs with strategies and actions (planning the activity); etc.

Hello!

 I was one of the "authors" of this tool.

It was a tool for us (Institute for Quality in Training)  who wanted to distinguish the best training providers (trough accreditation).

It was a tool for training providers, who wanted to improve their management methods.

We inspired ourselves in the EFQM model, ISO 9001:2000 and other excellence and quality referencials.

We hoped to "change" the world in 3 years. Well, it took a lot more to introduce the principles and I think we are still in half way...

Anyway, many providers took this seriously and even went further!

Later, with the self-evaluation tool, it became easier to understand and aply these standards.

And this is a lesson I share to those who have responsabilities in creating practices, rools, ...related to accreditation or financial suport to the comunity:

Allways create self evaluation tools: let the target of your models, rools,...evaluate them selves first! Let they first discover what is that should be improved or modified...
