Monitoring and evaluating innovation
Brief overview:
A study of the Dutch situation (interim measurement)
- For the Dutch government (the Ministry of Social Affairs and Employment), Research voor Beleid monitors the mainstreaming within the framework of the second tranche of the European Community initiative EQUAL. EQUAL is aimed at projects which promote equal chances on the labour market in an innovative way. Aim of the monitor study is to map (success - and failing factos for) the working method and the output of mainstreaming. Eventually, this must result in a 'policy advice mainstreaming' which can be used in a wider EQUAL context as well.
- The study has been organised in three phases: phase 1: exploration (in 2005), phase 2: interim measurement (in 2006), and phase 3: final measurement (in 2007). The interim measurement in 2006 was aimed primarily at the preparation (aims and instrumentation), and the first experiences with the implementation process of mainstreaming. This research phase consisted of an inquiry among all 114 Development Partnerships (DPs), in-depth interviews with representatives of 25 DPs, and in-depth interviews with the charipersons of the five National Thematic Networks (NTN).
